SCHOOL BOARD POWERS AND DUTIES
The general mandatory powers and duties of the Board
are defined in sections 41 to 54 of the Public Schools Act. Other
sections of the Act state or imply that a division board has full power to
operate the local public schools as it deems fit, in compliance with provincial
mandates and pertinent laws. Within these parameters, the Portage la Prairie
School Division Board views its required functions in the following broad areas.
- Legislative and policymaking.
The Board is responsible for the
development of policy to guide administrative action, and for employing Senior
Administrators to implement its policies. (See also CA, CC, CD, DB).
- Appraisal.
The Board is responsible for evaluating the effectiveness
of its policies and their implementation. (See also AH, BE, BFA).
- Provision of financial resources.
The Board is responsible for the
adoption of a budget which will provide the resources –in terms of
buildings, staff, materials and equipment –which will enable the school
system to carry out the Board’s policies. (See also DA, DCD, DCE).
- Public Relations. The Board is responsible for providing adequate and
direct means for keeping itself informed about the needs and wishes of the
public. (See also AB, BBE, BD).
- Education Planning and Evaluation.
The Board is responsible for
establishing educational goals which will guide both the Board and the staff
in working together toward the continuing improvement of the educational
program. It is responsible for providing for the ongoing evaluation of the
school program against the goals and objectives set forth by the Board. (PSA
