 EXTRA-CURRICULAR TRAVEL

GUIDELINES FOR THE ASSIGNMENT AND PAYMENT OF DRIVERS:

It is the goal of the Portage la Prairie School Division to provide drivers and vehicles for the extra-curricular activities of its students, whenever possible, at the most reasonable cost possible, while at the same time ensuring fair remuneration for the drivers concerned.

The following guidelines will be used to insure fairness both in the payment of the drivers and also in the assigning of the extra runs.

1.    Each driver wishing to take extra-curricular runs during the school term must sign a notice of intention located on the reverse of his/her timing sheet (OT-05-90/08) at the beginning of each school year.  Drivers who become regular employees during the school year will be given an opportunity to sign the intention sheet at that time.

2.      Drivers will be grouped according to seniority and every effort will be made to reach the stated total hours goal of 5 hours per day for drivers with less than 3 years, 5.5 hours for drivers from 3-5 years and 6 hours for drivers with over 5 years of continuous service.  The total hours goal is subject to review and revision according to the budget allocation for student travel, years of service of driving staff and other variables that may affect the achievement of the goal.

3.      Extra-curricular runs will be assigned on a rotational basis by the transportation supervisor or his delegate, and he will be diligent in ensuring the long and short runs are divided up as evenly as possible.

4.    Regular drivers will be given first priority when extra-curricular runs are assigned, providing the extra-curricular run does not conflict with regular runs.  In those cases spare drivers will be assigned.

 

5.    Because overnight runs occur infrequently, each eligible driver will be given an opportunity to express his/her interest.  The successful driver will be drawn by lot.  This driver would then not be eligible for any future overnight runs during that school year.

The method of payment for overnight runs will be as follows:

a)      Actual driving time at the current pay scale;

b)      Waiting time at minimum wage (set by Man. Dept. of Labour);

c)      10 hours of rest time each 24 hours at no cost;

d)      In the case of a part day, either the total of a, b, and c, or 8 hours at driver's rate, whichever amount is greater;

e)      Actual cost of accommodation;

f)       Meal allowance will be paid as per current division guidelines (Receipts required).

6.      When extra-curricular transportation record (OT-01-89/10) is received from the school, the driver will be selected and the original transportation record will be placed in his/her route slot.  Upon completion of the trip the mileage from the compound back to the compound will be recorded as well as the pickup and return time.  This will be signed by the teacher or parent supervising the rip.  Payment will be calculated from 15 minutes prior to the pickup time until the driver leaves the compound, having parked and, if necessary, cleaned the vehicle.  This time will be recorded in the "comments" portion.  This time is to ensure the driver has sufficient time for the proper D.I. and driving time to the school involved.  It also ensures that the driver is paid for all his/her time worked.

 

7.      The above method of payment will not apply when the extra-curricular run commences immediately after a scheduled run and/or ends just prior to the start of the P.M. run.  In those cases the actual run time would apply.

 

8.      Drivers who live out of Portage and keep their buses at home will be expected to provide their own means of transportation to and from the compound for extra-curricular runs unless they are specifically requested to use their buses or unless the run to Portage can be done in conjunction with their regular run, thus not incurring any dead head miles.

 

9.    As some extra-curricular runs are done over an extended time, the transportation supervisor may, at his discretion, assign them to one person.  These extra-curricular runs will be posted and the most senior person to apply will be given this run.  The hours accrued will then be added to the extra hours report.

 

10.   After each monthly pay cut off date, an extra hours report will be prepared showing the hours worked to date, hours booked to date, total, and balance required.  This report will contain the names of all drivers who requested extra-curricular runs as well as the names of all spare drivers.  One copy of this list will be posted on the bulletin board in the transportation office.  Drivers who do not want their names on this list will advise the transportation supervisor and those names will be deleted from future lists.
