RULES GOVERNING AND DUTIES OF BOARD COMMITTEES

l. There shall be four standing committees, namely:

a) Administration, Personnel and Public Relations

b) Curriculum, Program and Instruction

c) Business and Finance

d) Operations

2. Committees shall be comprised of two or more members but at no time shall they constitute a quorum of the board.

3. The chairman shall be a member ex-officio of all committees and may, in his discretion, delegate the vice-chairman as an ex-officio member of one or more committees.

4. No member shall be chairman of the same committee for more than two consecutive years.

5. Special committees of the board may be struck for specific functions, as required, and shall be discharged upon the completion of their functions and upon the receipt and acceptance of their written report to the board.

6. Committees of the board shall be appointed at the annual inaugural meeting.

7. Committees, or any member thereof, shall not have executive powers unless specifically assigned to them by resolution of the board and shall confine themselves to review and report. Committees shall report a statement of facts, and also their recommendations, in writing.

8. Committee reports shall be followed by a motion to receive which will indicate filing for information or further consideration, a motion to adopt constitutes policy.

9. All discussions and recommendations at the committee level shall be considered as confidential.
